The Panel's co-chairs are Yoshua Bengio (Canada) and Maria Ressa (Philippines), elected from among the Panel's members. Members were selected through an open global call drawing more than 2,600 applications from over 140 countries, on the basis of scientific expertise, interdisciplinary perspective, and geographical and gender balance. The Panel includes 19 women and 21 men from all five UN regions, drawn from academia, the private sector, civil society and the technical community. The Panel is independent of any government, company or institution, including the United Nations. Members serve in their personal capacity. The Panel's preliminary report will be presented at the inaugural Global Dialogue on AI Governance, 6–7 July 2026 in Geneva.
Established with Resolution A/RES/79/325 on 26 August 2025, the Independent International Scientific Panel on AI serves as the first global scientific body on Artificial Intelligence (AI), bringing together leading experts to assess how AI is transforming our lives.
The Global Digital Compact (A/RES/79/1), adopted at the 2024 Summit of the Future, set out a shared vision for an open, safe, and inclusive digital future. Among its commitments was the creation of an Independent International Scientific Panel on AI to advance scientific understanding and ensure that international deliberations are informed by the best available evidence.
The United Nations General Assembly established the Independent International Scientific Panel on Artificial Intelligence in Resolution A/RES/79/325, following intergovernmental negotiations and broad consultations with diverse stakeholders.
