The AI Panel and Dialogue within the Global Digital Compact is an intergovernmental initiative co-facilitated by Costa Rica and Spain. It aims to establish an Independent International Scientific Panel on AI and foster a Global Dialogue on AI Governance.

Key objectives:
- Scientific Expertise: The panel is composed of experts from diverse linguistic and multidisciplinary backgrounds, ensuring balanced geographical and gender representation.
- Human Rights Focus: The dialogue centers on the international human rights framework and the UN Sustainable Development Goals to address risks and power imbalances associated with AI.
- Complementary Role: The Global Dialogue on AI Governance complements existing forums, particularly the Internet Governance Forum (IGF), and integrates AI policy dialogues into the IGF.
