The Belém Climate Summit, scheduled for November 6–7, 2025, will bring together heads of state and government, ministers, and leaders of international organizations to address the primary challenges and commitments for combating climate change.

Convened by President Luiz Inácio Lula da Silva, the Summit marks a central milestone in the process of international mobilization and dialogue on the global climate agenda. Immediately following the Summit, the 30th United Nations Climate Change Conference (COP30) will take place in Belém from November 10 to 21, 2025.

Hosting the Summit in the Brazilian Amazon carries profound symbolism. The region, considered essential to the planet’s climate balance, will serve as the stage for a high-level environmental meeting for the first time. This also marks the first time a COP has been held in a rainforest. The event reinforces Brazil’s role as an international leader in advancing sustainable development, tropical forest conservation, and climate justice.

The Climate Summit agenda includes the General Plenary of Leaders, featuring speeches by heads of state and representatives of international organizations. There will also be thematic sessions chaired by President Lula, dedicated to the following topics: Climate and Nature: Forests and Oceans; Energy Transition; and Ten Years of the Paris Agreement: NDCs and Financing.

The program will also include a reception lunch introducing the Tropical Forests Forever Fund (TFFF). This event will bring together tropical forest countries and investors.

There are several key outcomes expected in areas that are strategic for addressing climate change. These include the Launch Declaration of the TFFF, the Call to Action on Integrated Fire Management, the Belém Commitment on Sustainable Fuels, and the Declaration on Hunger, Poverty, and Climate Action. President Lula will issue a Climate Action Call to identify key gaps in the implementation of the international climate regime and propose solutions.

The summit will take place at Parque da Cidade (City Park), one of the COP30 legacy venues for the local population.

With its rich cultural heritage and strong environmental symbolism, Belém is preparing to host the most important global gathering on climate change. The Belém Climate Summit and COP30 reaffirm Brazil’s commitment to addressing the climate crisis by promoting a just and sustainable energy transition, conserving forests and biodiversity, and strengthening the country's position as a leader in the global environmental agenda.
